This is true for a lot of companies that use provision based payment. As others said before, representatives change, and each of them has a 'new' and 'bright' idea to find new customers. The only thing that helps is not to respond to such offers, or complaining to their headquarters. Setting remarks in RIPE-DB is next to useless, as they employ mostly bad coded scripts to parse only the fields they need. Moving the telephone number or post-dial PIN to the remarks helps, as network admins tend to read full whois output, instead of parsed fields in excel.
