I would vote for Option B. If we have a list of contracted brokers... Better than nothing....

...but the RIPE NCC is involved in address transfers. If I have to
recommend a list of bokers, I'd rather recommend one that has agreed to
abide by RIPE policy than one which hasn't, and how else would we find
that out?

Subsequent enforcement of the RIPE policies on the brokers is another
matter...
