I understand your fluustration. As a German entity you're paying to entity with Russian roots to earn your IPv4. From my point of view to speculators who found weaknesses in the distribution of the last /8 in IPv4 past years. But those rules were created by the community itself. The responsibility has different aspects. And the aspect of which supplier you choose is one of them. Especially nowadays. You always have a choice.
