why so many LIRs voted against the proposed charging scheme

It's very simple. RIPE NCC *utilizes* any amount of collected money. Will it be 21 million or 40 million budget.

Example: 
Report 2015 vs 2021
Budget: 21 mln vs 34 mln

LIR Portal 331 vs 1,838
RPKI none vs 963k eur (16k certificates and 27k ROA records)

19,5 mln eur for 162 FTEs = 120k eur per year = 10k per month.

Most of the RIPE community is well aware of the cost of IT services, but you will not find details of IT costs. 

RIPE Database costs 658 thousand euros per year or 54 thousand per month. for 5.5 GB DB RAW format.

Can anyone explain why RPKI is so expensive? this is almost 1 million euros per year.

I would hope that with a 25% voting NO to the charging scheme, that the executive board create a discussion as to why so many LIRs voted against the proposed charging scheme and perhaps in the future break down the charging scheme vote into smaller components rather than an all or nothing vote.
