
Hi Tomasz, The RIPE NCC does indeed have "force transfer" procedures in place. This is helpful for example when a previous LIR is non-responsive. The NCC is not a party to the sponsorship agreement, and the collection of any debts arising from them is the LIR's responsibility. Many LIRs will only provide services after payment is received. Does RIPE NCC allow non-paying End Users to migrate with impunity between Sponsor-LIR's? In this way, the customer can freely never pay anyone for the Sponsor-LIR contract.
