Yes. So he has a firewall in there? Try pinging the IP range any large 3G operator assigns to their UMTS customers. You'll find that almost all telcos block packets from the outside to their UMTS customer ranges... does that mean the addresses are not in use? It's not that easy to see from the outside whether a block is used or not, but I *do* know from experience that the RIPE NCC is quite thorough in asking nasty questions if it's "not obvious" that a block is full, before assigning a new one.
