I think measurement could be a good idea but absolutely not the way it has been going on during the last few years.
There has to be a clear connection to a working group, goals decided by the members, an obvious budget for each project etc. And I don't think it has to be the RIPE NCC perform all the measurements every time. There might be other solutions.
