This sounds reasonable. Some of us aren't profit diggers, but rather motivated by the idea of working on a non-profit basis for the common good. Our cooperative is e.g. constructing fiber networks in scarcely populated rural areas where a market-oriented approach isn't feasible. Easying the procedures of getting IP addresses could by a positive kick for such actors. I would like to amplify Dave's good proposal, by suggesting that unused addresses should be handed back to RIPE, so that they can be added to a pool of addresses reserved for LIRs who needs them for non-profit promotion of IP networks.
