Hello,
In my opinion, the IP ranges that are on IP transfers should be taken back by RIPE and given to LIRs in need.
The primary problem is the focus about the situation and not about the migration process to IPv6. Many firms just like to offer some services and actually if they use IPv4 everybody can reach them. IPv6 services are only additional cost. So a nice way would be a Rule that a LIR have to give a /24 IPv4 every quarter back if there adresses are not used, documented and reachable by IPv6. After a short time all services are reachable by IPv6 and firms can reduce there costs by only using/supporting IPv6. Strike ;-) Regards, Alf
