Right, so what you're saying is that the RIPE NCC should have the authority to strip legacy address blocks of their legacy status, even if the legacy holders object to this. They probably won't do this without a policy proposal. So the next step here would be for you to get consensus on a new policy proposal in APWG defining the terms where RIPE policies should apply to legacy address blocks, and in what circumstances the RIPE NCC can forcibly override the rights of legacy space holders. When you get this through APWG, then you'll need to convince the RIPE NCC board to implement it. Please let me know if you intend to do this because if you do, I'd like to invest in popcorn stocks.
