If we haven't the last /8 today, we can return other /8, witch the NCC allocated very much for free earlier. But I don't know why we are talking about the last /8 only?

In other words: you would not even get a /22 today, if the policy were
not as restrictive as it is.

(I find it amazing how loud folks complain about "we cannot get enough!"
that only are able to get anything at all because all *others* got less
than they wanted, earlier in the game)
