I got the impression that most legacy holders were happy because they got continued registry services at no cost to themselves. The RIPE NCC appears to have taken the position that as registry services cost money to handle, it would not be unfair to expect that they get some level of compensation from legacy holders:

Almost all legacy IP holders will agree with the above statement. We are not against paying our fair share. But how about a discussion? Listen to the different sides of the debate and then make a decision, rather than make unilateral decisions. -Hank
