I would guess that 90% of all LIRs that joined in the last year have need for more IPv4 space. So if the RIPE NCC were to give them more space, the remaining pool would be empty over night. The compromise we have is "*you* got your /22, because everybody *else* refrained from receiving all they need". There is no way to fulfill "all I need!" for every LIR out there with the remaining IPv4 space - so if you get more, someone else will get nothing at all.
