there are  2 variants:
1) it's negligence from somebody from ripe ncc staff.

2) it's rebels/terrirists supports. And if I understand correctly this lir registration could get a legal  action based on ukrainian / international laws.

I think this issue must be escalated to ripe ncc manager staff first.

        It is not me, who have written such address, I do not why they have done
        it. More to say I found it confusing that it is in Lugansk, but states that
        it servicing DNR. But I have a little information about what interrelations
        they have. Do not want to justify somebody, but it is entirely possible
