LIRs that are closed due to non-payment are closed according to the closure procedure:

If the LIR in question has resources, these are de-registered according to that same policy. And in the end the resources are returned to the pool of resources available to members according to RIPE Policy.
Also, we do not process resource transfers if there is an invoice outstanding.

Thanks for the quick response. A LIR that doesn't pay their membership dues - what happens to their resources? Does RIPE NCC seize or recover any resources allocated? Or does the non-paying LIR move their resources to another RIR in order to avoid payment? I'm just curious as to what measures RIPE NCC can take in order to receive full payment for services render.
