They did, actually.  All the old LIRs created policies to ensure that
new LIRs could still get some IPv4, instead of using it all up themselves.

So, lots of new LIRs showed up, and used all the remaining IPv4.

Now we have a new generation of "new LIRs" that complain again.

$ host -t aaaa a-n-t.ru
a-n-t.ru has no AAAA record
