Let's look at one case:

1. The company changed it's Director. 
2. The new Director signed the TA.
3. The NCC checked the data base of the trading chamber (If ever check and didn't use the old registered documents received in the request).
4. The NCC didn't check ID, passport or any like document that confirms director's identity.
5. We have "Things worse...." that you are so afraid.

Things worse that not being able to sign a TA could happen.
