The current rules are a good middle ground, however, as a relatively new ISP we can only access one /22 per LIR. Newer entities, such as us, do not have legacy IPv4 space which immediately inhibits growth and competition in the ISP marketplace.
Hi Adrian, this was discussed in the address-policy working group many, maaaany times. Please read the list archive for all the arguments and counterarguments. There is simply no way to change the fact: We're OUT of IPv4. Maybe an RIPE archivist wouldn't be such a bad idea after all.
