I represent a new LIR with one ASN and single /22, and so far I prefer option A,
option B makes no sense to me. I know I could pay less with option B but it's an unfair one.
Please do not abstain. If you don't like option B then vote for A and continue the discussion here. If the discussion leads to anything relevant I'm sure the board will take it into account for next meeting.
If the goal is to have more IPv4 for LIR that really need them, I'm not sure any charging scheme can really change things.
RIPE has a budget and can't make profit, so the price per resource can't be as high as we want. With only a few cents per IPv4 per year (about 5 cents max as per my math), that's nothing for those who see things as "renting ipv4".
Of course there are probably some LIR that have too much and will redeem their resources - especially in non-profit and educational fields, but also, with much lower annual fees (consequence of a price per IP), that's an incentive for others to open additional LIR accounts to get more /22 before we run out of IPs. That could accelerate the depletion, and not necessarily in favor or those who have legitimate use of IPv4.
To accelerate the move to IPv6, I think it's up to the community to find other ways.
Could be promoting IPv6-only days during which many players commit to stop announcing/forwarding IPv4 on external networks, these days becoming more an more frequent over the years.
(ok - good luck convincing big players on that one...)
