So this means a surplus redistribution of EUR 567.51,- per LIR in 2019? really? seems a lot to me. In 2018 it had been only around EUR 179.64 per LIR. Hello, Jonas Thank you for the numbers ! In my previous mail told, that these are examples only and pointed exact to this so now it is clear if the charging scheme is on net basis: 26000000 (targeting budget) / 3108576 = 8.37 EUROs for /24 per year ! Even if we put targeting budget x 2 it is very resonable fee for one /24 net. Also permanent LIR to LIR resources transfers must be disabled. Then what we will have: (again example numbers) registration fee: 2000 EURO Anual membership fee: 350 EURO (receive one /24 for free) For every next /24 dedicated + 10 EURO All LIR to LIR permanent transfers - disabled (If you need resources ask RIPE, if you dont need return to RIPE) Off course bigger operators that need large resources will pay more than now, but it is absolutely normal, they have larger bussiness with a lot more revenue, It is not fair to put on same basis small telecom with 2k-3k clients and operator with 20m - 30m clients. Over the past two years, your feedback has been that the RIPE NCC should be looking to increase efficiency and that processes should be automated and optimised as much as possible. We heard you and we acted on this. In 2017, the organisation received 11,000 billing tickets for around 17,000 members. Any company that has to answer more than one billing query for every two of its customers should be taking a hard look at its processes. One of our initiatives was to look at what creates the most work, and this is tickets processed by the RIPE NCC. Quarterly billing is a massive source of additional work in this respect and we decided to simplify this process by moving to a single annual payment (which is how the bulk of the membership currently pays its fees). This was presented on a few months ago at the last General Meeting (webstream link at the bottom of this email): https://www.ripe.net/participate/meetings/gm/meetings/october-2018/ripe-ncc… While under no obligation to do so, the RIPE NCC has offered quarterly payments to its members for a long time. This dates back to when the membership fee for a small LIR was almost double what it is today. Continuing to offer this service has become less practical as the membership has grown. It is not the sending and processing of invoices that is the issue - this is about as automated as it can be. The problem is the amount of reminders, queries and other communication that comes with each billing cycle. This is getting worse as the membership grows, especially with the opening of multiple LIRs. Recognising that this that might cause inconvenience for some members, we instructed the RIPE NCC to offer an individual payment plan on request. The RIPE NCC will soon provide more details on how it intends to manage this transition for members that require support. If you will be negatively impacted, please contact the RIPE NCC via this option. Not only will it mean they can help you individually, but it will also let us see how many members will be affected. Allowing quarterly payments on a yearly fee in the past definitely *was* an "indulgency". It's nowhere in the billing schedule. It was a "gift" , because at the start of the year you owe RIPE the complete annual fee to get membership for a year. If they let you pay in quarterly terms and you pay 1/4th of the fee at the start of the year, you still get membership for a *year* (and NOT membership for only the 1st quarter). Therefore they are essentially loaning you (extending credit for) the other 3/4ths: 1/4th for 3 months, 1/4th for 6 months and the last 1/4th for 9 months. They charge 0% interest, while at 6% yearly interest (about market rate) this would normally cost (5.25 2nd + 10.50 3rd + 15.75 4th) = €31.50. And that's not even including compound interest or inflation. The last 1/4th they get is worth less than the first 1/4th due to inflation, so offering quarterly payments was not free for RIPE; they were losing money on it. So, in fact this service RIPE offered was paid for by *all* members, not just the members paying quarterly. This change also rules out the liability to RIPE of members that pay in terms and then go bankrupt during the year, leaving RIPE out the rest of the terms. Or otherwise don't pay, causing RIPE to have to pay for, or spend time on, collection. Since RIPE only gets money from membership fees, in the end will be the members that will have to pay for everything that costs RIPE money. Depending on the number of LIRs, due to this change, the annual membership fee will probably go down for all of us, or we will get (more) back at the end of the year. Why am I against quarterly payments? Obviously the subsidizing explained above, but more importantly: like you, many others don't seem to get that RIPE membership is *not* a pay-as-you-need subscription. It's a *yearly* membership fee. You owe the full year up front and then you get membership for a full year. This is completely separate from how many terms they let you pay the fee in. While you (and others) seem to think that the membership fee is like a phone subscription, in fact its more like buying a singular thing like a car. Some dealers also offer car sales where you can pay in terms or the second half of the purchase price after 2 years (or something like that) with 0% interest. But this is not free for them, it's essentially a *discount* they're providing you (as you'd have to pay a bank interest if you had to loan the money for those terms or 2 years somewhere else, you save money, while the car dealer incurs a loss due to inflation). You get to take the car home immediately and start using it, but that doesn't mean the car purchase has now turned into a pay-as-you-need subscription. Its the same w/ the RIPE membership: you pay for a singular thing; *one* service. That one single service is *one* year of RIPE membership, and you get to, and can, use it immediately. The constant confusion about the difference and resulting complaints and accusations on this list are a nuisance and we can do without them. Clearly the option for payment in terms for a singular annual fee is too complex for some, especially for some with more than one LIR. I'm sure RIPE has had to waste a lot of time explaining this over and over and over, as people have on this list as well. So, they removed the complexity so it saves RIPE and us on the list time, nuisance & money. IMO RIPE shouldn't have acted like a bank in the first place. M&A procedure and transfers restrictions

Hi. According to the sad document https://www.ripe.net/publications/docs/ripe-709#transfer36 Internet number resources that are subject to transfer restrictions imposed by the RIPE Policy "RIPE Resource Transfer Policies <http://www.ripe.net/publications/docs/transfer-policies>", and that are transferred due to a change in a member's business structure, must either remain registered with the original LIR account or be registered with a new LIR account. The receiving party will be provided with RIPE NCC services for these Internet number resources via either the original LIR account or the new LIR account until the policy restrictions are lifted. We have the next situation: 1. There are 2 legal entities - A and B, their accounts were opened in Summer 2018. 2. The legal entity B joined to the legal entity A. 3. The NCC transformed the account of the entity B to the additional account of the entity A. While the NCC prepared the LIR Account Agreement and sent it by DHL we finalized the procedure in January 2019 only. 4. But the NCC also called it as transfer because of MERGER_OR_ACQUISITION. 5. So we have the transfer restriction period until January 2021 and the NCC can pay bonus (4200 EUR for 3 accounts) for it's executive board, stuffs etc. I thought, because of the account transformation the procedure cannot be called as transfer of resources. Otherwise the NCC should merge accounts without additional account creation if the transfer restrictions aren't applied because of M&A.
