Ukrainian Internet Association letter regarding proposed PI fee increase
Dear Members of the Executive Board, Dear Mr Holen, Dear RIPE Chair, Dear colleagues! Please find attached a letter from the Ukrainian Internet Association regarding the proposed increase of the annual fee for Provider Independent (PI) resources that is expected to be considered at the upcoming May 2026 General Meeting of the RIPE NCC. Given the potential impact on Ukrainian network operators and organisations relying on PI resources, we would be grateful if the Executive Board could take the considerations outlined in the letter into account. We remain available for further dialogue and would be happy to contribute to any discussions within the RIPE community on this matter. This input is in line with what we heard from other members during this consultation.I would like to emphasise that all charging ideas shared in the consultation phase are intended for discussion only and to generate exactly the type of input you have shared with us. This will ensure the Executive Board has solid information to make a decision on what to submit for voting at the upcoming General Meeting. The ideas put forward have all been suggested by members in the past as a way to develop our charging model. It was suggested that increased PI fees might have the effect of encouraging people to become members of the RIPE NCC, which can bring benefits for those resource holders and the membership in general. However, although I am not in a position to speak for the Executive Board, the feedback from our members on the idea of a PI fee increase to EUR 1,000 was very negative for many reasons, so it is highly unlikely that this option will be put forward for a vote. Again, I would like to thank you for your input. Understanding the potential impact of charging suggestions on our members is essential if we are to propose models that will sustain the RIPE NCC and work for our members. Dear Simon, Thank you for your thoughtful reply and for taking the time to consider the feedback from the Ukrainian Internet Association. We appreciate the openness of the consultation process and the opportunity for the community to share perspectives on the potential implications of different charging models. It is encouraging to hear that the feedback from members is being carefully taken into account. As we mentioned in our letter, the Ukrainian Internet ecosystem has developed in a highly decentralised way, with a large number of organisations relying on PI resources. For this reason, any significant changes to PI-related fees may have a particularly strong impact on parts of the community such as regional operators, infrastructure organisations and other networks that contribute to maintaining connectivity under difficult circumstances. We therefore welcome the opportunity for continued dialogue and further analysis of potential charging approaches that would ensure both the long-term sustainability of the RIPE NCC and a balanced outcome for the diverse Internet ecosystems across the service region.
