
One of the holders of large blocks are universities. The're not earning milions - they aren't doing business. They only existed at a time when class-B allocation was the norm. And often on the internet they were before the internet started to be really interesting for business... Generalization through allocation size is a false argument here. How do you want to solve this? By making rules with lots of exceptions? Or do you think that schools have spare money? It's about fair distribution. And companies that earn millions should also understand that they have to do their share. And not just laugh and say, "Yeah, unfortunately, you came 30 years too late." You won't even be able to get started in the market.
