________________________________ As a small LIR, cost predictability and affordability are critical for us. While Model A is simple and easy to understand, I am concerned that the current category boundaries could result in significant fee increases due to relatively small changes in IPv4 or IPv6 holdings. Such step changes may place disproportionate pressure on smaller members. Model B appears to better reflect the principle of equity, as fees scale more gradually with actual resource usage. However, it is important that the formula remains transparent and easy to understand for all members. I would encourage the RIPE NCC to carefully assess the impact of both models on small LIRs and to ensure that any new charging scheme does not unintentionally disadvantage smaller members. Maintaining a diverse membership base requires that smaller LIRs remain financially sustainable under the new model. The average fee per IP ranges 5744 times! * The issue leads to the following consequences. Consequence one - market competition Members with fewer addresses should pay a significant share of their income to RIPE. There are many services in the â¬10 or less category in Bulgaria, Romania, and other countries. Small /24 operators should spend at least 4.47% of their income on RIPE fees alone. A prominent /8 owner will spend 0.00001% of that income. The ratio of 5,743 is significant. Consequence two - delaying the move to IPv6 Given the significant historical IPv4 address space, larger companies have fewer reasons to switch to IPv6. If we agree to further multiply this advantage, there will be fewer and fewer economic reasons to switch to IPv6. Consequence three - possible reduction in the number of LIRs With ratios of up to 5,743 times the fees per IP, one can expect the consolidation of LIR accounts to continue. Renting small blocks will be preferable to acquiring them. We already suffer from the declining number of LIR accounts. A decision that leads to future consolidation may require additional rebalancing in the coming years. Possible solutions * Better-balanced fees, with wider boundaries in both directions. A difference of no more than 256 times in per-ip fees. * A fee reduction for big entities if they return address space to RIPE. This reduction will actually pay off by reducing IPv4 queue wait time and, therefore, increasing the number of new members. Feedback on Phase 1 Charging Scheme Consultation – Small ISP Perspective

Dear RIPE NCC team , Thank you for opening Phase 1 of the Charging Scheme consultation and for providing clear explanations and interactive calculators for both proposed models. As a small Internet Service Provider, my primary concern is ensuring that the annual fee model does not unintentionally penalise natural, incremental growth. Small providers often need to request additional IPv4 or IPv6 resources gradually in order to serve local communities, improve network resilience, or meet regulatory and operational requirements. Any model that results in sudden or disproportionate fee increases due to minor changes in resource holdings would place an undue burden on such providers. From this perspective, I see potential risks in category-based models, where crossing a category boundary can trigger a significant fee increase that does not accurately reflect the actual scale of growth or the provider’s financial capacity. While category-based approaches may be simpler to understand, they can introduce inequities at the margins. A formula-based model, if carefully designed, could better reflect the principle of equity by linking fees more smoothly to actual resource usage. However, it is essential that the formula remains transparent, predictable, and not overly sensitive to small changes in IPv4 or IPv6 holdings. I would encourage the RIPE NCC to prioritise: Smooth fee progression without abrupt jumps Appropriate protection for small and medium-sized providers Clear predictability to support long-term planning and sustainable growth I appreciate that the figures presented at this stage are illustrative and look forward to continued discussion as the models evolve.
