[mat-wg] New on RIPE Labs: Why is the Internet so Slow?

Dear colleagues, Ilker Nadi Bozkurt and his colleagues found that the Internet is much slower than it could be. They wonder where this slowdown comes from and what can be done about it. Among other sets of measurements, the team also uses RIPE Atlas.
