Measuring MANRS readiness

Dear colleagues, At RIPE 76 I shared some ideas about how to produce longitudinal measurements related to routing (in)security (https://ripe76.ripe.net/archives/video/147/) The request from the WG was to share a more detailed description of the framework as it shapes up. I attach the description of the framework and the metrics that we (with NLNetLabs as a partner) started to calculate and store. It also contains references to the data sources. The latter are to be extended, we are already working with a few data providers, and if you have ideas about other potential ones - appreciate your suggestions. Below is the summary of the framework: Measurements To measure MANRS readiness for a particular network a set of metrics has been proposed, one for each action. For example, to measure to what degree Filtering (Action 1) is implemented we will measure the number of routing incidents where the network was implicated either as a culprit or an accomplice and their duration. That will produce a number – an indication of the degree of compliance, or a MANRS readiness index (MR-index) for Action 1 for a specified period of time. The measurements are passive, which means that they do not require cooperation for a measured network. That allows us to measure the MR-indices not only for the members of the MANRS initiative, but for all networks in the Internet (at the moment more than 60,000). Internet development campaigners, national regulators, and policy makers in the developing regions are recognising the crucial role that Internet measurement data can play in facilitating evidence-based policy-making and regulation. Given that the Internet ecosystem comprises a diversity of stakeholders and service providers it is difficult for any other single entity to access all of Internet topology data without the cooperation of the Internet community. For this reason, appropriate acquisition of Internet data requires a variety of cooperative research methods, including wide distribution of Internet probes for technical measurements, located in diverse locations and networks, as well as region-specific techniques and demand-side surveys on Internet access and use. The aim of the workshop is to facilitate discussions around mechanisms and challenges of measuring Africa’s Internet; to evaluate the breadth of Internet measurements research and to formulate strategic directions for such research in Africa; and to initiate and accelerate collaboration among Africa’s Internet measurements researchers. The workshop is calling for high-quality papers that are focused on Internet measurements research in Africa. I am curious about Andrei’s presentation ("Measuring Routing Insecurity”): How is an incident known? What do you use as the start of an incident, especially if you are going to try to measure mediation time? Many hijacks mentioned on the nanog list bring responses from operators who had their own incidents to report that would otherwise have not been reported. So clearly not all are reported. Incidents mentioned on the nanog list sometimes lead to discovery of related hijacks by the same ISP. Many hijacks mentioned on the nanog list are discovered to have been going on for quite some time, like days. ISPs that have been propagating a hijack for days may not have been alerted that a hijack has occurred. Sometimes the message on nanog notes that the ISP has been contacted but has not responded. Are you going to do your own discovery of hijacks? Based on what? Is the start of the hijack the start of the incident? the report on nanog? the contact to the ISP? Randy’s comment about active measurement gets at the same questions. It is much easier to know an incident has occurred and when it started if you are in control of the incident. —Sandy

The RIPE Programme Committee (PC) is now seeking content proposals from the RIPE community for the plenary sessions, BoFs (Birds of a Feather sessions), panels, workshops, tutorials and lightning talks at RIPE 76. Proposals for plenary sessions, BoFs, panels, workshops and tutorials must be submitted for full consideration no later than *11 March 2018*. Network Traffic Measurement and Analysis Conference (TMA Conference 2018) June 26-29, 2018, Vienna, Austria http://tma.ifip.org/2018/ TMA 2018 Shadow PC ================== To provide an educational experience by introducing students to a review process and to subsequently train the next generation of program committee (PC) members, the TMA 2018 TPC would like to make submitted papers available to the shadow PC. Shadow PCs allow students and others interested in future PC service to read submitted papers and go through the reviewing process, ultimately arriving at a shadow conference program. This opportunity allows future PC members to learn first-hand about the peer-review process and gain experience as a reviewer. The shadow PC process is run on a different system and the shadow PC reviewers will not have any access to the real reviews, the names of the real reviewers, or any other data such as relative rankings. Shadow PC reviewers will have to abide by the same rules and restrictions applicable to regular PC members. This includes, but is not limited to, rules against discussing the papers outside of the PC context, or using in any way results from reviewed papers before such papers have been published. Delegated reviews (i.e., external reviews) are not allowed for the shadow PC. A submitted paper is made available to the shadow PC by default; authors will have the opportunity to opt-out during the paper submission process. Shadow reviews for papers that are reviewed by the shadow PC will be sent out after the actual TMA’18 review process. Authors who have participated in previous shadow PCs have found the additional reviews helpful; however, these reviews will have no bearing on acceptance to the technical program. You can directly contribute to a successful shadow PC and benefit from the additional feedback on your submission by making your paper available to the shadow PC with no extra overhead. The Shadow PC will consist of PhD students, early-career academics, and junior researchers and will provide reviews on a subset of submissions to the conference. Paper authors can choose to opt-out for shadow reviews. The TMA Shadow PC will function much like an independent version of the “Senior” PC, including holding an in-person or online PC meeting and deciding the program of papers it would have selected (note that only authors will learn the “shadow” fate of their own papers, which will have no impact on the actual TMA PC process). Shadow PC members will be expected to review a full load of 5-10 papers (depending on the number of submissions selected for the Shadow PC process) on time and participate in online discussion, as well as follow the ethical standards of peer review. Shadow PC members will also be required to do a small amount of reading about the PC process. Shadow PC members must respect the anonymity of the review process and not share which papers they have reviewed or solicit sub-reviews. The Shadow PC meeting will likely be held on March 28 in Berlin co-located with PAM (details TBD). However, some PC members might attend the shadow PC meeting to help with the discussions. DMARC Solution Applied to this Mailing List

Dear Working Group, As more email providers enable Domain Message Authentication Reporting & Conformance (DMARC), some people find they can no longer receive emails from the mailing lists they are subscribed to. We have deployed a Mailman setting change to address this problem. After consultation with the RIPE Working Group Chairs, we have enabled the DMARC "Munge From" setting on all RIPE mailing lists. This means that if your email service provider has DMARC enabled, you will continue to receive all emails sent to this mailing list, but the "From" part of the header will change. If you don't have DMARC enabled, you won't see any change to the emails you receive from this mailing list. However, when it comes to measuring the connectivity and latency of web servers on the network level, an alternative exists, which we call TCP Ping: a traceroute with special options that mimic the TCP handshake that takes place when an HTTP connection is established. Call for MAT CoChair candidates

Dear MAT WG, the time has come to make my “Chair” vacant and bring some fresh blood into the MAT WG:-) As you might remember I am one of original three MAT WG CoChairs since the MAT was rechartered out of the original Test Traffic WG at RIPE60 in Prague. Originally I was chairing together with Ian Meikle and Richard Barnes which left over the years and where eventually succeeded by Nina Bargisen. (Job description for interested Candidates:-)) I have done the job now for 7,5 years prepared the session, chaired the session, answered emails, welcomed new attendees at RIPE Meetings, represented the WG at ENOG and sometimes other conferences, had countless conversation with Daniel, Robert, Kaveh and of course Vesna about RIPE Atlas and the Anchors and about further and future collaboration. Attended RIPE Hackathons. Participated in the PDP review and in the WG collective as your representative, etc. These are all tasks a MAT WG CoChair does do to one or the other degree, and which you should be interested in if you apply for it. In the last years we came up with an election process which was approved by you and used when we elected Nina and which I want to use now for replacing me. We will go through the process as described below and ideally present the new WG CoChair at the next WG Session in Dubai. After the Dubai Meeting I will then officially step down. The process: 1. A call for interested parties is made on the WG mailing list at three yearly intervals, or as needed 2. Interested parties have 2 weeks to make their interest known via the mailing list 3. The MAT-WG chairs issue a call for discussion as per normal. WG members express their approval or otherwise of the presented candidates. 4. Plan to Implement RIPE Atlas WiFi Measurements

As we communicated in a recent RIPE Labs article, we will work with GÉANT as a test partner to learn more about the operational effects of introducing WiFi measurements to the RIPE Atlas system, in addition to the benefits we believe this could provide for the entire RIPE Atlas community. Are you using passive on-path RTT measurements in day-to-day operations?

Greetings, all, I've proposed a lightning talk on this subject for Dubai, but it occurred to me that this working group might be a better place to answer this question: how prevalent is the use of passive latency measurement (e.g., by looking at DNS request/response times, or TCP seq-ack / timestamp delays) in everyday network operations, and for what is it commonly used? I ask this question in the context of a very specific design proposal before the IETF's QUIC working group. QUIC encrypts almost all of its header information beyond that needed for its crypto handshake, which makes equivalent techniques to those used in TCP impossible: you see no ACK numbers, and no timestamps, so it's impossible to match an upstream QUIC packet with its downstream counterpart. However, a recently proposed addition to the spec (https://github.com/quicwg/base-drafts/pull/609) would add a single bit to the header which would be explicitly intended for passive round trip time measurement. Since this adds a small amount of complexity to the wire image, one useful piece of input to the decision whether or not to add this measurability is how useful it is, in terms of operational impact of having passive measurability go away as TCP flows are replaced by QUIC flows. Although the meeting is mostly technical, it is also a chance for people to meet and network with others in their field. RIPE 75 will take place from 22-26 October in Dubai, UAE. The RIPE Programme Committee (PC) is now seeking content proposals from the RIPE community for the plenary sessions, BoFs (Birds of a Feather sessions), panels, workshops, tutorials and lightning talks at RIPE 75. NSID option on the RIPE Atlas SOA measurements of the root servers

Dear colleagues, RIPE Atlas is currently running a series of DNS SOA built-in measurements* towards all of the root servers from all probes. During the recent DNS measurements hackathon** it became apparent that for some use cases it would be useful to have SOA queries from all probes with the NSID EDNS option set, in order to be able to match up responses with the particular responding instances in an anycasted (or load balanced) setup. We would like to ask for feedback on two alternative options for implementing this change. They are: 1) Enable the NSID option for the existing built-in measurements towards the nine root servers which support it. 2) Start a new set of built-in measurements towards the nine root servers which support NSID. The advantages of option (1) are that it will be possible to compare and contrast the two sets of results, and that historical data for the existing built-ins will remain consistent with the current results. A very simple analysis shows that there is no overall increase in query error rates through enabling NSID, but there are bound to be individual marginal cases where queries fail or produce different results with NSID set but succeed without it. The advantages of option (2) are that there will be no increase in result storage usage -- the current IPv4+IPv6 UDP SOA built-ins towards the nine supporting root servers adds up to about 80 results per second (~1.5% of the total results in the system). This could potentially be mitigated by reducing the frequency for these new measurements, but perhaps more important than the slightly increased load is the potential user confusion caused by generating and providing two very similar sets of measurements.
