That's too simplistic. A /19 in the Netherlands may well make sense. In the UK it would be far too small, for ANY of our registries.
That may well be the case with Demon Internet, who allocate a fixed IP address per customer, but for ISPs like ourselves at Global who use dynamic addressing, a /19 is fine - I've just renumbered my network to handle the next 37,500 dialup customers using one half of our /19, the only reason I shall need more in the next couple of years is if we sell lots of large leased line setups, that all need their own IP space.
