We have had problems with ICL Italy. We spent a lot of time trying to explain them what is suggested to large multinational companies when they need address space in different countries. We referred them to RIPE but we got again the request bounced back via ICL UK which described us (the Italian last resort IR) as "refusing to help"!!! I also talked on the phone with Daniel and finally we gave them one class C 193.43.135.0 because they said ICL Italy has yet no plan to connect to the Internet. So we treated them as any company needing official address space but without a provider. I enclose some of the mail below.
