The problem is that the uninitiated reading just that memo will infer that there is only one registry and consequently that they have to go there.

In any case, we can certainly have another memo to clarify the delegation aspect of things.

I'm afraid that won't be sufficient unless that other memo is at least clearly referenced in 1400. Daniel
