Ok the proposal.
2 brief questions, the 2nd one might be pretty stupid, actually: 1) do I correctly read (between the lines) that you would be prepared to renumber into a properly sized new block? 2) would your IGP-problem, at least in theory, be solvable by braking the AS into a number of smaller ASs, say roughly along the lines of your address blocks per registry? This is a major undertaking but looking at AS701 it may be the only solution in the long run, the new registries would not be too bad but the older ones would be a nightmare.

No we have moved from multiple AS to a single AS to solve some of this problem and others too.
