There is an argument to be made that assigning static IPs places a monetizable cost on the ISP, in terms of extra systems, configuration, support etc. Wouldn't these be legitimate reasons for charging?

You are certainly entitled to charge customers/requestors for the reimbursement of administrative fees associated with IP address block request and fulfillment. That cost should probably not be proportional to the size of the block assigned, as in many cases, the size does not change your cost of administration.
