What we need to do is to write a memo on the entire delegation function, including the IANA, IR, DDN NIC, RIPE NCC, InterNICs, the APNIC, etc...PLUS any other delegations we need to include.

Joyce, sounds good - and perhaps one might also have some guidelines for TLDs - if people see what I'm getting at. There was so very useful input from the community to the recent problem here which may now be resolving itself - however slowly. Dave
