Because extending your IGP to customer sites is a bit silly, bloating your IGP and inducing a potential for misinformation from an external domain. You really don't want to do this. It may work well in small networks but certainly not in large players.
This assumes that the CPE is under the control of the customer, but you could equally have the Eth interface as the demarcation point so that you own the CPE.
Hi, Even if the CPE is under direct control, you'd have to include all edge devices where customers connect into the IGP. Add in all CPE devices and you have something that will not scale. Limiting the number of locations where this is done would scale, but may create other problems. - marcel
