Back into MIR land :-) - but I think the main problem with this proposal is "what happens if the ISPs in question stop liking each other and this breaks apart" - which would not be the first time.
Money is always the best string that things don't fail. E.g.: MIRs could be organized/overseen by IXP. Each ISP wanting to contribute to MIR has to have a contract with the organisation running the MIR. And high penalties guarantee that the MIR is still there even "if the ISPs in question stop liking each other". Obviously the big advantage is that this model scales very well. -- Arnold
