Wrong.  Only a LIR can *request* an AS#, but the LIR can request the
AS# for their customer.

Vise versa, he/she can become a LIR without necessarily getting an AS#.
Yes.  Being LIR doesn't necessarily require you to be multihomed, so 
no need to automatically assign an AS#
