I do not recall when exactly the NCC stopped to work on ((PI-)IP-Adress and AS Number) requests from Non-LIRs. It's been a while :-)
This means you can only send in an asn-request if youre LIR, thats right, but i did send in several asn-requests on behalf of customers when i worked for a german ISP from 96-98.
