Yeah, "A Volunteer Club of Russian Language Amateurs". :) I personally have an opinion that ripe-167 in it's current form is almost obsolete; the document should be discarded and a new edition of the proposal worked out, this time -- by a *community*, by a group of Russian authors at least, but not a single person who represent a single Moscow organisation.
