Hello, I would just like to stress the fact that the crucial point in requesting an AS is the existence of a routing policy comprising a set of prefixes and not the administrative side of things. Section 5 of rfc1930 and section 7 of ripe185 are good references to decide when to request an AS number. The RIPE NCC issues AS numbers to LIRs that need them according to the above documents. Can LIR xx.foo request a new allocation and a new ASN for use by the new daughter? or Does it need to establish a legal entity in country Y, start up a new LIR yy.foo, and have yy.foo request a new allocation and ASN ?
