Question about more specific route.

hello, I have question - what is about announcing PA assignment /24 from example AS1 to AS2 where AS2 maintain PA allocation /16 ? Should I always ask AS2 maintainer whitch give me PA assignmet about aprove announcing my assignment to other AS ?
