i see solution : every new ISP must own his IP. He gets it from RIPE. maybe he should sign such a document containing rules of servicing new customers. One part should inform that in case of spam spammer will be added to "Index" and no ISP will set up an account for him in the future. Maybe then people can understand what they can loose by inproper using of e-mail ?
