Easier? No. Faster, prettier, better? Yes, you're right on that score.
I have worked on a similar program in the past, and the hardest bit of it was getting the front-end code in a manageable and easily extendable/ modifyable state. Even with CPAN libraries the code is quite complex. PHP has the potential to make that a lot easier.
I think it would be interesting to take a straw pole on this issue, anyhow.
