There is a LIR category, called "enterprise LIR". Which is exactly what this is: a LIR that is only serving itself.
Gerd, enterprise LIR would only cover the enterprises and banks, but not the small isp and cor- porations which are multihomed. enterpreise LIR is, AFAIK, also more expensive than small lir. Some providers are multihomed but cannot cover the costs, even for a small lir.
By also looking at the "old SWAMP" space we also should look more into this.
