One of the goals of the current RIR system is not just conservation of address space but aggregation of routes. Many companies and ISPs span several countries. A Europe-wide company, under a telephone-style routing-prefix system, would require 30 or so independant routing prefixes. Similar situations exist in America and Asia-Pacific.
