That's a quite normal thing - all allocation inetnums have mnt-by attribute pointing to RIPE NCC (RIPE-NCC-HM-MNT). Also, I noticed you don't have any mnt-lower attribute set, so you can create object within your allocation. Of course, to protect yourselves, setting "mnt-lower: GEDIKNET-MNT" would be probably what you should do. Write to <lir-help@ripe.net> and ask them to set this for you.
