RIPE NCC distribution robot

Dear colleagues, On last RIPE-Meeting in Stockholm i heard about a new mail distribution robot at the RIPE NCC. It can indicate what type of mail is sent to the RIPE hostmasters and check wether it is a RIPE-141-Template or an ordinary EMail. I assume this robot is written in PERL. Now i'd like to know if it is possible to provide the source of this robot for download for all other LIR's?
