I've been trying to find the consensus your paragraph above describes by looking in the list archives and the minutes of the two working groups and I have failed so far. I've seen a proposal from James Aldridge from January this year, but failed to see responses to it or to see any mention of it in the db-wg or any word of its adoption.
James, can you, please, give more light on this issue?
