I don;t like the use of force. Persuasion is enough., Charge for routing announcements and charge a premium if they are out of block.
For the bakery with a /28 this is not too complex, but what about this large company with a /15?
They are not so much of a problem after all. A large hole resembles a big block, doesn;t it?
