Writing a whois server, even from scratch, is a matter of one hour (more if you want features such as rate-limiting). Anyway, the whois RIPE server is free software, is already written and is documented. The most difficult thing, by far, is the database itself, the content (the whois server is just a very simple - read RFC 954 - wrapper to publish data.) Can you explain what you want to do? Manage a local copy of the RIPE-NCC database? Why? Manage your own database?
