Sure. The point is about the customer not being able to take address space with them, rather than receiveing Internet Service. I will take that into account.
That is why we have this discussion. The RIPE NCC will certainly apply the same guidelines to all European registries.
This statement is very welcome to us. We have taken the precaution of writing into our Reseller Terms that we have the right to ask for the return of IP addresses allocated from our CIDR block in the event of the customer moving from us to another provider. This was done on technical grounds, against great resistance from our marketing people. We would have liked to write it into our standard customer terms as well. Unfortunately this is seen as "anti-competitive" behaviour, so being able to tell customers that all ISPs will be imposing the same conditions would make us feel a lot better.
