That is not how we would expect to interpret the policy. My interpretation is that the "Assignments for Internet Experiments" policy represents an exemption to the main body of the IPv6 policy. If an organisation performing an Internet experiment was not an LIR we would expect them to have their request sent in by a friendly LIR (a peer, upstream provider, etc...).
