If the number of "slots" in the 32-bit legacy root servers is going to be so limited, because of bogus claims about load and attacks and stability and security, then, will all of the TLDs such as DE and FR end up under .EU or under .INT ? or under .EU.INT ? Will all of the people have to re-register ?
